Adobe Premiere Pro is one of the industry standards. This timeline-based video editing software can be used to edit clips and add a variety of effects and transitions. It is available in DoIT computer labs including in the Libraries.

iMovie is a video editing software pre-downloaded on Macs.
Microsoft MovieMaker has a free option available with some limited features
HitFilm Express is a free video editing software.
You could do some level of editing in Panopto, if you had to – but there are very limited editing options there.
